I have the honour to transmit a copy of a memorandum, which the Japanese Consul-General left with the Colonial Secretary on the 13th August, and a copy of the letter, which I caused to be addressed to Mr. Takahashi.
I also enclose copies of the correspondence referred to in
the memorandum.

I should be glad to have your instructions as
to whether I should accede to the wishes of the Japanese Government and accept the certificates of the Japanese
Consul-General in this Colony.
3.
The proceedings of the Formosan Monopoly
Bureau have in the past appeared to be open to criticism
and the fact that it is proposed to dispense with the visas
of British Consular Officers may perhaps give rise to a
suspicion that it is not desired that they should have too
much knowledge of the amount of opium imported.
